The wider area that everyone locally calls New Tampa extends beyond that boundary into unincorporated Hillsborough County, and further north still it runs towards the Pasco County line and Wesley Chapel.
So three different permitting authorities apply across an area that people talk about as one place, and a Tampa mailing address does not settle which one applies to you. Neither does the name of your subdivision.
Establish jurisdiction before you sign anything
The city publishes a city limits map. Check your address on it. A contractor who assumes the wrong authority pulls the permit from the wrong office, and the correction costs time you have already committed to.

If yours is still the original, the useful question is not whether it looks tired but what an inspection finds at the penetrations and in the attic. Pipe boots of that generation have hardened and split; seal strips have been broken progressively by twenty-odd seasons of storms; and ventilation that met the standard of the day is often working less well than it did. None of that is visible from the driveway.

As in any deed-restricted area, treat architectural approval as a separate process from the building permit and get the decision in writing before ordering anything. It is a scheduling issue rather than an obstacle, but only if you start it early.
Access, and why it affects your quote
A fair amount of housing here sits on tight lots with limited street frontage, gated entries, and landscaping that has had thirty years to mature. That affects where a dumpster can go, whether materials can be loaded onto the roof directly, and how much of the job is carried by hand. It is a legitimate reason for one quote to differ from another, and it is worth asking about rather than assuming the cheaper bid is simply better value.
