Three different offices issue the permits
This is the thing most roofing sites gloss over, and it is the thing most worth knowing before you hire anyone. Hillsborough County is not one permitting authority. Addresses inside Tampa city limits are handled by the City of Tampa's Construction Services Department. Temple Terrace and Plant City are separate incorporated cities, each running its own building division and its own contractor registration. Everywhere else on this list — Brandon, Riverview, Valrico, Carrollwood, Westchase, Town 'n' Country — is unincorporated, and permits come from the county.
A mailing address does not settle which applies to you. New Tampa is the clearest example: part of it was annexed by the City of Tampa in 1988 and sits inside city limits, while the wider area everyone calls New Tampa runs on into unincorporated county and towards the Pasco line. Same postal town, different permitting office, different inspection schedule.

South Tampa
Historic district review, barrel tile over ageing underlayment, and a mature oak canopy that is hard on roofs. City of Tampa permits.
Brandon
Suburban shingle roofs at the age where insurers take an interest — and what Florida law actually lets them do about it. County permits.
Riverview
Newer housing, so the question is installation quality rather than age. Fastening, edge detail and warranty transfer. County permits.
Carrollwood
Established streets under heavy tree cover: abrasion, blocked valleys and shaded slopes. County permits.
Westchase
Deed-restricted, so architectural approval runs alongside the building permit. Get the colour decision in writing first. County permits.
New Tampa
The one area where nobody can tell you who issues your permit without your actual address. City limits, county or neither.
Temple Terrace
A separate city with its own building division and contractor registration, and an unusually mixed roofscape for its size.
Town 'n' Country
Some of the oldest suburban roof stock in the county, nearer open water. Layered coverings and salt-corroded metal. County permits.
Valrico
Larger lots where the house is rarely the only roof: outbuildings, low-slope additions and exposed-fastener metal. County permits.
Plant City
Its own city and its own building division, an older downtown core, and agricultural structures at the east end of the county.
Where we do not cover
Pinellas County — St. Petersburg, Clearwater and the beaches — is outside the area this site covers. It is a different permitting authority and we would rather say so than take a call we cannot route to someone who can actually attend.
The same applies north of the Pasco County line. Parts of what people loosely call New Tampa run in that direction; if your address is over the county line, this is not the right site for you.
